1. Nature of This Reference
The service identifies public-record custodians, portals, libraries, and archive paths. It is not operated by the City of Hopewell, a Virginia agency, a court, or a records office. The responsible custodian controls its own records, access, corrections, fees, and certification.
2. Responsible Use
Use the service only for lawful purposes and in a way that respects privacy and safety.
- Do not stalk, harass, threaten, impersonate, or harm another person.
- Do not attempt to obtain or publish protected, juvenile, sealed, or sensitive information.
- Do not submit false information to government or third-party forms.
- Do not interfere with the service, its security, or another reader's use.
- Confirm important facts with the original custodian before acting on them.
3. Not a Consumer Reporting Agency
Hopewell Residents Directory is not a consumer reporting agency under the Fair Credit Reporting Act. Its information and links may not be used for credit, insurance, employment, tenant screening, or another FCRA-regulated purpose. This limitation is central to the service and applies to all content and sponsored results.
4. Other Websites
Links lead to third-party sites, including public offices and outside service providers. We do not control their content, availability, policies, or transactions. Review each destination's terms and privacy notice before sending information or relying on a result.
5. No Warranty
Information is provided as a general reference without a promise that it is complete, current, accurate, or available. Public records and web addresses change. A link or description is not a representation that a particular record exists or is open for access.
6. Liability Limits
To the fullest extent allowed by law, we are not liable for losses arising from use of, inability to use, or reliance on the service, an outside site, or a public record. Readers remain responsible for verifying facts and decisions with the appropriate custodian or qualified adviser.
7. Indemnification
You agree to defend and hold the service and its operators harmless from claims, losses, and expenses arising from your misuse of the service, your breach of these terms, or your violation of another person's rights.
8. Intellectual Property
The service's original text, design, and organization are protected by applicable law. Government and archive material remains subject to the terms and rights stated by its respective source. Do not copy substantial material or use the service branding without permission.
9. Term Updates
We may change these terms to reflect operational, legal, or safety changes. Continued use after an updated version is posted means acceptance of the revised terms.
10. Access Restrictions
We may suspend or end access when we reasonably believe use is unlawful, unsafe, abusive, disruptive, or inconsistent with these terms. This does not limit any other remedy available to us or to an affected person.
11. Virginia Law
Virginia law governs these terms, subject to applicable federal law. References to Virginia FOIA, Code § 2.2-3700 et seq., describe government-record access rather than a promise by this private reference to provide records. The Virginia Consumer Data Protection Act, Code § 59.1-575 et seq., applies where its statutory conditions are met.
12. Severability
If a court finds one provision unenforceable, the remaining provisions remain in effect to the fullest extent permitted by law. A failure to enforce a provision is not a waiver of it.
13. Questions About Terms
Questions about these terms may be sent through the contact route. Questions about a deed, court file, assessment, election record, or certificate should go to the Hopewell or Virginia custodian that holds it.
